Human Resources Strategy for Researchers (HRS4R) at ICMET Craiova

Our Commitment

National Institute for Research, Development and Testing for Electrotechnics (ICMET Craiova) supports and promotes the European Commission's initiatives to strengthen the European Research Area (ERA). We are firmly committed to implementing the fundamental principles stipulated in European Charter for Researchers and Code of Conduct for the Recruitment of Researchers.

By adhering to these principles, ICMET Craiova aims to ensure a fair, transparent, stimulating and favorable working environment for continuous professional development, attracting and retaining young researchers and top experts in the field of electrical engineering, high voltage and electrotechnical equipment.


What is HRS4R?

Human Resources Strategy for Researchers (HRS4R) is a tool through which research institutions put into practice the principles of the Charter and the Code. Institutions that demonstrate real progress in aligning their human resources policies with these European standards are recognized by being awarded the distinction „"HR Excellence in Research"”.
Obtaining and maintaining this logo represents a continuous process of internal evaluation, strategic planning, and improvement of institutional practices for recruiting and managing researchers.

Recruitment Policy: OTM-R

ICMET Craiova developed and implemented the policy OTM-R (Open, Transparent, and Merit-based Recruitment), a key tool of the HRS4R strategy. The aim of this policy is to ensure that:

  • Employment opportunities are open and visible: All research vacancies are published nationally and internationally (including on the EURAXESS portal).
  • The selection process is transparent: The evaluation criteria, the stages of the competition, and the composition of the committees are clear and publicly communicated.
  • The evaluation is based on merit: The selection of candidates is made exclusively based on scientific skills, research and development experience and innovative potential, eliminating any form of discrimination.

Implementation and Monitoring

To coordinate the process, internal evaluation and implementation of the Action Plan, a working group was established at ICMET Craiova level. Working Group and a Coordination Committee, consisting of representatives of all hierarchical levels (from intern researchers to department heads) and administrative staff (Human Resources, Legal).

Responsibilities of the Coordination Committee:

  1. Monitoring of indicators in the Action Plan.
  2. Developing new institutional procedures and policies in line with national legislation and European directives.
  3. Ensuring internal communication of the benefits and obligations deriving from European norms.
  4. Preparing documentation for external evaluations carried out by European Commission experts.
